Currently, those pushing for this privately funded mural outnumber our neighborhood letters! Letters can be submitted up until the start of the meeting; however, it is HIGHLY recommend to send them in before 12pm on the 21st so that the Arts Commissioners have time to read them before the meeting. DO NOT PROCRASTINATE!!!
A new, privately funded mural is being pushed forward for the handball court wall at Backesto Park — but the neighborhood wasn't informed nor invited to participate in its development. An attempt to pass the design was made on April 1st. They held their ONE required public meeting on April 16th and have plans to get it passed on April 21st.
No communication from Councilmember Salas’ or Torres' office (balls were dropped)
No notice to neighborhood associations despite expressing concerns in-person on April 1st
Ongoing exclusion: The community input meeting on April 16th was only discovered on Instagram on Monday April 7 and confirmed by the Councilmember the next day
Conflict of interest: The District 3 Arts Commissioner is also one of the three artists of this mural
No respect for the mural effort already developed by the community through D3Decides
Mural depicts real, living people
This is not temporary!
This is what the District 3 office provided on Tues, April 8, but the artwork has already been in the works for months and was presented to the Public Art Committee (a sub-committee of the whole body of Art Commissioners) on April 1st.
Delay the mural approval process. Art Commissioners meet monthly.
Respect the prior community-led mural project
Restart the process with proper engagement and transparency
We’ve collaborated before. Let us do it again — the right way.
UPDATE of April 16th Meeting
The meeting held on April 16th felt more like a formality than an open conversation. Much of the time was spent on explaining the current mural design, with attendees then being invited to engage in feel-good activities about the "Northside".
Those behind the proposed mural saw things as "North Side San Jose" the area, and the "Northside" neighborhood only encompassed a small portion.
Unfortunately, there was only a brief opportunity for attendees to share their actual comments. However, these comments were valuable, and the brief time allotted was insufficient for a full discussion.
We request a fair and inclusive process for the Backesto Park mural.
ART WITH THE COMMUNITY, NOT AGAINST IT.
Backesto Park belongs to all of us.
HISTORY
This location for a mural is already spoken for. Through a D3Decides, participatory budgeting voting process. $10k was set aside for a Backesto Park mural. It is not clear why the District 3 Councilmember is allowing a private party to put their own mural up instead of following thorough with one the community had already started.
Backesto Mural project was established under previous Councilmember Peralez through D3 Decides, where District 3 residents voted for it in Winter 2018
$10k funds, in the form of a grant were promised to 13th St NAC
D3 Staff at that time was working with Friends of Backesto Park :
One initial community meeting was held (10/28/2020)
Online form was created to gather community feedback (01/06/20)
"Diversity" was the most common word used to describe "Northside"
COVID-19 pandemic paused everything. City Staff was reassigned and unavailable to proceed with the community
New Councilmember Torres entered office in 2023
Teamsters Local 853 approached CM Torres in Sept. 2024 for a mural sponsored by Teamsters 853 and 1Color
